What Two of Cups means
A pair has no majority in it. Nothing inside a two can be settled by weight of numbers, so every agreement one reaches has to be unanimous, and neither party can be outvoted, outwaited or carried along by a bloc. The arrangement is correspondingly sturdy and correspondingly exposed — agreement is the whole of what holds it up, and it is renewable at will from either side, without notice and with no procedure to appeal to. Every larger grouping in the suit has machinery for carrying a member who has stopped agreeing. That machinery begins one size up.
Upright
A meaningful exchange begins with two people able to meet each other honestly. Look for reciprocity, shared willingness, and the simple act of listening.
Reversed
A connection may need a clearer conversation about needs and expectations. Notice where agreement is assumed instead of freely and explicitly shared.
